Kentucky's Small Business Environmental Assistance Program (SBEAP)
ECAP is a proud member of the nationwide Small Business Environmental Assistance Programs (SBEAP) network. As part of this network, we are committed to helping small businesses and communities understand and meet their environmental compliance responsibilities. We recognize that many small businesses and small communities may not have the staff, resources, or technical expertise needed to navigate complex environmental requirements.
To support these regulated entities, ECAP prioritizes detailed compliance assistance services, with a primary focus on air permitting and related requirements, while also providing general guidance on waste and water compliance matters.
For the purposes of this program, qualifying small businesses:
- Are independently owned and operated
- Have fewer than 100 employees worldwide
- Do not have the financial ability to hire an environmental consultant
- Are not classified as a Title V (Major) Air Quality emissions source
Services Offered for Qualifying Businesses
ECAP provides the following services to qualifying businesses:
- Site visits to help assess environmental compliance status
- One-on-one assistance with air permit applications
- Assistance with emissions calculations and air permit recordkeeping
- Enforcement discretion while actively working with ECAP toward compliance
- Referrals to ombudsman services, on request
- Guidance on understanding Kentucky environmental regulations
- Tools and resources to help businesses evaluate compliance status and regulatory requirements
- Regulatory and compliance training opportunities
