​What is SMIS?

The Kentucky Surface Mining Information System (SMIS) is an extensive computer database that is used for tracking all permitting and enforcement actions on coal mining activity in the Commonwealth of Kentucky.  Examples of information contained in SMIS include:

  • status of pending and issued permit applications; 
  • general background information on permitted coal mining operations; 
  • inspection background and frequency; 
  • status of mining activity; 
  • past or pending violation problems; 
  • performance bond information; and 
  • Doctree is the Division of Mine Permits and the Division of Mine Reclamation and Enforcement Document Management System. This public version of Doctree includes public accessible documents.
  • Some Division of Mine Permits and the Division of Mine Reclamation and Enforcement documents are not available through the public version of Doctree​.
  • Additional documents may be requested through the Kentucky Open Records Act. Please see the Open Records page for details. 

Recommended Prerequisites for both SMIS and Doctree:
  1. The recommended browser for accessing SMIS is either Google Chrome, Mozilla Firefox or Microsoft Edge. Neither SMIS nor Doctree will work with Internet Explorer.
  2. A 24-inch monitor is recommended but would adjust accordingly to any monitor size. 
  3. We recommend a resolution of 1920 x 1080.
