Partnerships, resources, and regulatory guidance are essential tools in this endeavor.  By partnering with stakeholders across the state, providing necessary resources, and offering a clear regulatory framework, the Energy and Environment Cabinet can support businesses in integrating environmental sustainability into their operations.

Moreover, implementing a comprehensive energy strategy is pivotal.  Such a strategy can not only drive economic benefits but also promote cleaner energy sources, reduce emissions, and enhance energy efficiency - all of which are vital for environmental protection and long-term economic prosperity.  On October 20, 2021, Governor Andy Beshear in collaboration with the Energy and Environment Cabinet released Kentucky's E3 Strategy.  This strategy outlines the nexus between energy, the environment and economic development.

By prioritizing the protection of Kentucky's environment and communities, the Energy and Environment Cabinet is not only fostering sustainable growth but also fostering innovation, job creation, and resilience against future challenges. 

What Do I Need For Construction and Operation?

​Small Business Ombudsman

Kentucky's Small Business Ombudsman (SBO) serves as an advocate for small business owners or operators within Kentucky's environmental regulatory authority.  The SBO provides ongoing support to small businesses within the Commonwealth of Kentucky to improve understanding and compliance with environmental regulations.

The SBO's key responsiblities include:

  • Review state and federal laws and regulations for applicability and impact to small business.
  • Ensure small business interests are represented during the legislative rulemaking process.
  • Provide support including outreach activities, training and resources to inform small business of regulatory issues and changes.
  • Respond to environmental and regulatory questions or refer small business to the appropriate specialists for help with specific needs.
  • Serve as a neutral resource to facilitate fair, equitable and expeditious conflict resolution between the Energy and Environment Cabinet and small businesses across the Commonwealth of Kentucky.
