Planning a Renovation or Demolition?
If your project involves a commercial or school building or an apartment dwelling with more than four units, it is subject to federal and state asbestos regulations. These regulations are designed to protect human health and keep harmful asbestos fibers out of the air we breathe.
RACM: Regulated Asbestos Containing Material
Regulated Asbestos Containing Material (RACM) includes friable asbestos, nonfriable materials in poor condition, and asbestos-containing materials that may be subjected to forces that render the material friable. "Friable" refers to material found to contain greater than one percent asbestos that can be crumbled with hand pressure when dry.
Demolition Requirements
Required 10-day Notification
Please use eForms for submittal of asbestos demolition, renovation, and abatement notifications to the division. Please follow instructions below.
- IMPORTANT: You must submit notification to the Division for Air Quality at least 10 working days before beginning any demolition of regulated asbestos abatement activities.
- Go to eForms and log in.
- Click on "Forms" tab and search for Form ID 70
- Click on the plus sign to begin filling out the form.

Performing the Asbestos Survey
Prior to demolition activities, perform a thorough asbestos survey. If the survey reveals no RACM:
- No asbestos-specific work practices are required. Demolition can begin 10 working days after notification.
If the survey reveals less than 160 square feet, 260 linear feet or 35 cubic feet of RACM:
- Asbestos removal and demolition can begin 10 working days after notification.
- Removal of RACM is recommended to be performed by a certified entity prior to demolition in compliance with Kentucky requirements for asbestos abatement projects.
If the survey reveals more than 160 square feet, 260 linear feet or 35 cubic feet of RACM:
- Asbestos removal and demolition can begin 10 working days after notification.
- A certified entity must remove and dispose of material prior to demolition in compliance with federal and state requirements.
Renovation Requirements
