​​​401 Water Quality Certifications

DNR reviews and issues Clean Water Act Section 401 Water Quality Certifications associated with surface coal mining activities (refer to Advisory Notice 07-01​). Public notices for 401 Water Quality Certifications issued by DNR are posted below. To receive an electronic copy of notices or to receive notices by standard mail, e-mail Thomas Barbour with the desired method of notification.

​​September 4, 2025 - Nalley & Hamilton Enterprises, Inc.

The Division of Mine Permits has received a 401 Water Quality Certification application from Nally & Hamilton Enterprises, Inc. (WQC number: 848-0426-WQC-1). The Division is accepting public comment on this application for 30 days from the date of this notice. All comments should be submitted to the contact person below by midnight, October 4, 2025. Please include the WQC number on all correspondence. Comments may be submitted by emailing Thomas Barbour or mailing to the following address:
