The Reclamation Guaranty Fund Commission is administratively attached to the Energy and Environment Cabinet and is comprised of seven (7) members. Commission members consist of the Secretary of the Energy and Environment Cabinet who serves as chair with the remaining six (6) members appointed by the governor: ​three (3) members representing coal industry permittees that participate in the fund, two (2) members with a background in the insurance and banking industries with knowledge of the coal industry, and one (1) member being a certified public accountant who is not associated with or have a financial interest in coal mining in Kentucky.
