The KNDOP is a state-authorized permit for industrial facilities and agricultural waste handling systems that do not have and do not intend to have a point source discharge to Waters of the Commonwealth.

​For facilities that do not have a point source discharge but use other means of disposal such as land application, subsurface injection, closed circut, etc.​​

​​For agricultural waste handling systems that do not have a point source system (also used for obtaining a construction permit).​​
