The U.S. Army Corps of Engineers (USACE) administers Section 404 of the Clean Water Act and Sections 9 and 10 of the Rivers and Harbors Act..  Kentucky is covered by the following four districts

The U.S. Environmental Protection Agency (USEPA) is charged with administering the Clean Water Act (CWA). The mission of the USEPA is to protect human health and the environment.

The U.S. Fish and Wildlife Service (USFWS) administers the Endangered Species Act (ESA). The mission of the USFWS is to conserve, protect and enhance fish, wildlife and plants and their habitats for the continuing benefit of the American people.

The Natural Resources Conservation Service (NRCS) provides financial and technical assistance for voluntary conservation programs.

The Kentucky Department for Natural Resources (DNR) reviews Water Quality Certification applications associated with activities related to surface coal mining operations.

The Kentucky Department of Fish and Wildlife Resources (KDFWR) serves as the stewards of Kentucky's fish and wildlife resources and their habitats.
